Policy Summit Overview

The inaugural AMCP Pharmacy Policy Summit will be held on October 27, 2025 at Gaylord National Harbor, and will bring leading health policy experts together to discuss critical topics impacting the pharmacy profession, especially managed care pharmacy. With the transition to a new administration, the health policy community faces uncertainty around key issues such as the Inflation Reduction Act, Medicaid reform, PBM reform, biosimilars and generics, and the 340B program.

AMCP members, patient advocacy groups, think tanks, and health care associations will engage in meaningful dialogue, network with peers, and explore solutions to the most pressing challenges facing pharmacy practice today.

Session 2A—PBM Reform:          
Pharmacy benefit managers (PBMs) have been the focus of discussion in Washington, DC. Congress has discussed reforms to the commercial market over the last few years and smaller reforms to PBM practices in Medicaid. This panel discussion will address the impact of the changes as well as the road ahead for additional reforms.

Session 2B—One Big Beautiful Session:          
The enactment of H.R. 1, also called the One Big Beautiful Bill, brings substantial changes to Medicaid, Medicare, and the individual marketplace, including roughly a trillion dollars in cuts to Medicaid. This session will explore the most important issues facing managed care organizations as they navigate new eligibility and reporting requirements in all three markets as well as changes to state Medicaid financing.

Session 4A—Government Health Care Priorities:          
Hear from federal government staff on top priorities for Medicare, Medicaid, the commercial market, 340B, and more. With the many significant policy changes in 2025, it has never been more important to stay ahead of the curve. 

Session 4B—Medicare Redesign:          
The Inflation Reduction Act (IRA) of 2022 included major changes to Medicare Part D. On this panel, patient advocacy experts will discuss how implementation of the Part D redesign is affecting patients. Panelists will cover the Medicare Drug Price Negotiation, the 2025 launch of the Medicare Prescription Payment Plan, and more.

Session 5A—340B:          
The 340B Drug Discount Program is a growing focus for policymakers. The niche program—started in 1992 to support non-profit hospitals—has turned into a significant driver of hospital revenue. This panel will discuss proposals from state and federal policymakers to reform or protect 340B.

Session 5B—Drug Patent Reform:          
As policymakers balance incentivizing pharmaceutical innovation, attention on Capitol Hill has turned towards reforming drug patent laws, with a bill to reform patent litigation unanimously passing the Senate in 2024. The panel will discuss the issues that Congress and the administration have raised, including “patent thickets” and “pay-for-delay” arrangements.

ROBERT COSTA

National Correspondent for "CBS News Sunday Morning” and Chief Washington Analyst for CBS News

Robert Costa is a national correspondent for “CBS News Sunday Morning” and chief Washington analyst for CBS News.

Costa’s work at “Sunday Morning” includes coverage of national politics, in-depth interviews with newsmakers, and features on culture, literature and the arts. As chief Washington analyst for CBS News, Costa offers reporting and analysis to the “CBS Evening News,” “Face the Nation with Margaret Brennan,” “CBS Mornings” and CBS News 24/7 programs.

Costa was named a national correspondent for “Sunday Morning” in February 2025 following three years of contributions to the broadcast, such as an exclusive sit-down in the White House residence with President Joe Biden in August 2024. It was Biden’s first interview since he announced his decision to not seek reelection. Costa and colleagues at “Sunday Morning” won an Emmy Award in 2023 for “Outstanding Recorded News Program.

Costa served as chief election and campaign correspondent for CBS News from 2022 through 2024. He has also been a guest anchor on the CBS Television Network for programs such as “CBS Evening News,” “CBS Weekend News” and “Face the Nation with Margaret Brennan.”

Prior to joining CBS News, Costa was a longtime national political reporter at The Washington Post. During his time at the newspaper, Costa served as the moderator and managing editor of "Washington Week" on PBS and was a political analyst for NBC News and MSNBC. In 2021, he and Bob Woodward published “Peril,” a No. 1 New York Times bestseller.

Costa holds a bachelor's degree with honors from the University of Notre Dame, where he is a former trustee, and a master's degree in politics from the University of Cambridge. Since 2022, Costa has served as a scholar at the University of Virginia's Center for Politics.

Ceci Connolly

Ceci Connolly, BA

Ceci Connolly, a nationally recognized health care leader, is president and CEO of the Alliance of Community Health Plans (ACHP). She spent 25 years in the journalism field and is a well-respected author and TV commentator. As the Washington Post's former chief health correspondent, she chronicled President Obama's drive for sweeping health care reform. Connolly is co-author of LANDMARK: The Inside Story of America's New Health Care Law and What It Means for Us All and has been published in numerous publications, including The New England Journal of Medicine.

In her current role, she works with some of the most innovative executives in the health sector to provide high-quality, affordable care to all. She is a leading thinker in the disruptive forces reshaping our health system and has been a trusted adviser to c-suite executives. Connolly has worked at two international health care consulting firms and is well-versed in a variety of areas pertinent to business today. She is an expert on communications, leadership coaching, crisis management and the Washington regulatory process.

A highly sought-after speaker, Connolly has the unique ability to translate complex subjects for audiences at all levels. Her breadth of experience as a health care adviser and as a political reporter both here and abroad enables her to speak authoritatively on a range of subjects including politics, health care, journalism, and what it takes to be a successful woman in the male-dominated worlds of Washington and Latin America.

Connolly was included on Business Insider’s inaugural list of “DC Health Care Power Players” and was also the first non-physician to receive the prestigious Mayo Clinic Plummer Society award for promoting deeper understanding of science and medicine. She is a founding member of Women of Impact (WOI) for Healthcare, serves on the Advisory board of Fannie Mae’s Sustainable Cities initiative and a former Board member of Whitman-Walker

Cancellation Policy:

  • Cancellation of attendee registration must be requested in writing and be received on or before Tuesday, Sept 2, to receive a refund less a $250 administrative fee.  After Tuesday, Sept 2, no refunds will be given.
  • Registrant substitutions will be accepted with written notification from the original registrant.  An administrative fee of $250 (other fees may apply for member to non-member transfers) will be assessed for the transfer. Only one transfer per registrant is allowed and transfer to other AMCP meetings is not allowed.  
  • If you cancel your registration before Friday, Oct 10 and have hotel reservations within the AMCP hotel block, your hotel reservations will automatically be canceled. If you cancel your registration after this date you will need to contact the hotel directly starting Wednesday, Oct 15 to cancel your housing reservations.  
  • A valid photo ID is needed during registration check-in to obtain your badge and meeting materials.  
  • Membership fees or AMCP Foundation donations are non-refundable.   

Other Policies:

  • To be eligible for the AMCP member registration rate, you must be an individual member in good standing at the time of registration and the meeting.   
  • AMCP may occasionally provide, sell, or rent limited data to third parties involved with the meeting. Attendees may “opt out” of receiving communication from these third parties in the Policy Summit registration system.    
  • Participation in the Policy Summit is entirely voluntary and requires attendees to abide by any applicable rules of conduct or local or state laws that may be announced at any time during the Policy Summit. 
  • AMCP takes collective photographs and video of general meeting activity during the Policy Summit for AMCP use only for future meeting promotion.  AMCP photographs and video are not shared or sold to third parties.  By registering for this event, attendees consent to the AMCP photograph and video policy.
